WASHINGTON (AP) ? The number of people seeking U.S. unemployment benefits dropped last week to the lowest level in four years, adding to evidence that the job market is strengthening.
Applications for weekly unemployment benefits fell by 5,000 to a seasonally adjusted 359,000, the Labor Department said Thursday. That's the fewest applicants since April 2008. The four-week average, a less volatile measure, declined to 365,000 ? the fewest for that measure since May 2008.
When unemployment benefit applications drop consistently below 375,000, it usually signals that hiring is strong enough to lower the unemployment rate. The decline has coincided with the best three months of hiring in two years.
The department made annual revisions to the past five years of data, which increased the number of applications in recent months and showed a slower decline. Still, even after the revisions, applications have fallen roughly 12 percent over the past six months.
Most economists still expect another strong month of hiring in March.
"The trend remains unambiguously downwards," said Ian Shepherdson, an economist at High Frequency Economics. "We think the rate of decline ... is slowing ... but they are still consistent with robust, sustained payroll gains."
Separately, the U.S. economy expanded at a solid pace in the final three months of last year, but growth is expected to slow in the current quarter.
The economy grew at annual rate of 3 percent in the fourth quarter, the Commerce Department said. But economists forecast it likely dipped below 2 percent in the current quarter.
Businesses have been restocking their shelves at a slower pace and shipping fewer long-lasting manufactured goods. In addition, Europe's debt crisis and slower growth in Asia have reduced demand for U.S. exports.
Stronger hiring in the first two months of the year probably hasn't offset those weaknesses. That's because Americans' pay has barely kept pace with inflation while gas prices have spiked. So consumer spending, which accounts for 70 percent of economic activity, probably hasn't increased much from the end of last year.
Most economists expect growth to pick up later this year, as more hiring lifts the economy.
From December through February, employers added an average of 245,000 jobs per month. That has pushed down the unemployment rate to 8.3 percent, the lowest in three years.
Companies are hiring more workers because the economy is picking up. The economy grew at an annual rate of 3 percent in the final three months of last year. That was better than the 1.8 percent rate in the previous quarter.
The number of people receiving unemployment benefits also fell. More than 7.1 million laid-off workers received unemployment aid in the week ended March 10, the latest data available. That's about 130,000 lower than the previous week.
There are other signs the economy is steadily recovering. Consumers remained confident in March, even as gas prices jumped.
And the battered housing market is showing small signs of improvement. January and February comprised the best winter for sales of previously occupied homes in five years, according to the National Association of Realtors.

The S&P 500 lost some ground in the past week, ending down 0.5 percent after five straight weeks of gains, but that's only its second negative week for the year.
Much of the quarter's gains have been driven by signs of improvement in the U.S. economy, particularly a pickup in jobs, which has been lagging other areas in the recovery.
Window dressing typically involves investors grabbing some of the quarter's best performers to dress up their portfolio listings.
Some of the last-minute buying is likely to come from the hedge fund community, said Phil Orlando, chief equity strategist and senior portfolio manager for Federal Global Investment Management Corp in New York.
Hedge funds "by and large have not been believers about the improvement in the domestic economy ... so they've been very much out of the market. Yet here we are with the first quarter looking like the best first quarter since 1998," he said. "They've got a huge gain to catch up."
But retail investors, he said, have probably also noticed that they've missed a lot by having kept their money in Treasuries and other fixed-income assets over the quarter.
"They have woken up to the realization that the surge in yields has resulted in a significant loss of capital for them," Orlando said.
If the S&P 500 manages to end the first quarter with an 11.1 percent gain, that would be its best quarterly performance since the second quarter of 2009.
By comparison, the 10-year U.S. Treasury note's yield has risen nearly 36 basis points. If this holds, the 10-year note's yield will record a quarterly rise for the first time in a year.
In the final week of the first quarter, Wall Street will get a more complete look at the economy through a whole suite of indicators. Among them will be March consumer confidence on Tuesday, February durable goods orders on Wednesday, the final look at fourth-quarter Gross Domestic Product on Thursday, plus February personal income and spending data on Friday as well as the Chicago Purchasing Managers Index, and the final reading on March consumer sentiment from the Thomson Reuters/University of Michigan surveys.

Gains this quarter have been broad-based, with most of the 10 S&P sectors on track to end the quarter in positive territory.
But the S&P 500 financial sector index <.GSPF> and the S&P technology sector index <.GSPT> stand out, with gains so far of 21 percent for the financials and 19.9 percent for techs. The more defensive S&P 500 utility and consumer staples sectors have underperformed, with the utility index <.GSPU> down 3.9 percent and the consumer staples index <.GSPD> up 3.7 percent so far.

Taxable bond funds have not had a negative quarter since the fourth quarter of 2008. The record inflow year for this category was 2009 when investors bought an additional $384 billion of taxable bond funds. The last full year of net outflows was the $54 billion in 2000.
Stocks have benefitted not just from the upbeat economic data, but from speculation that the Federal Reserve could add further stimulus to the economy.
"What may have driven some of this sustained support for the market is continued indications from the Fed that QE3 is not out of the question. That would certainly be extremely negative for anybody who has a short position on U.S. equities," said Natalie Trunow, chief investment officer of equities at Calvert Investment Management in Bethesda, Maryland.

The Southeastern Universities Research Association today announced that Henry F. Schaefer III, Graham Perdue Professor of Chemistry at the University of Georgia, will receive its 2012 SURA Distinguished Scientist Award.
The annual honor goes to a research scientist whose extraordinary work fulfills the SURA mission of "fostering excellence in scientific research." The award and its $20,000 honorarium will be presented to Schaefer on March 29, in conjunction with the SURA Board of Trustees meeting being held at the University of South Florida in Tampa.
"Not only is the University of Georgia fortunate to have a scientist of Dr. Schaefer's caliber on its campus, but the entire region and country benefit from his service as well," said Charles W. Steger, President of Virginia Tech and Chair of the SURA Council of Presidents. "His impact on chemistry and research has been felt far beyond his lab and classroom, bringing great distinction to himself, his university, and his field of study. It is an honor for SURA to be able to recognize Dr. Schaefer's years of outstanding achievements."
In over 30 years of academic service, Schaefer has focused his field of study on the cutting-edge theoretical and computations methods for calculating electronic structure in order to better understand the structure stability and reactivity of molecules. He applies the resulting insights to a broad set of interests ranging from atmospheric and organic chemistry to combustion.
His list of publications number over 1,300, with the vast majority in the field's highest quality journals. In their letter of nomination of Dr. Schaefer, UGA President Michael F. Adams and Vice President for Research David Lee noted, "Collectively, his publications have been cited more than 50,000 times, making him one of the most high cited chemists (as well as scientists) in the world." He's also given plenary lectures at over 240 scientific conferences as well as named/endowed lectures at over 50 universities worldwide.
A native of Michigan, Dr. Schaefer received his bachelor's degree in chemical physics from the Massachusetts Institute of Technology and doctorate in the same field from Stanford University. He served as a professor of chemistry at the University of California, Berkeley from 1969 to 1987.
In 1987, he was appointed Graham Perdue Professor of Chemistry and Director of the Center for Computational Quantum Chemistry at UGA. Though his career, he has accepted numerous academic appointments including at Berkley, the University of Paris, the Eidgenssische Technische Hochshule in Zrich and the Australian National University.
In 2004, 300 scientists from 35 countries gathered in Gyeongju, Korea for a six-day conference, "Theory and Applications of Computational Chemistry: A Celebration of 1000 Papers of Professor Henry F. Schaefer III." And in 2010, the University of California at Berkeley honored Professor Schaefer with an international conference titled, "Molecular Quantum Mechanics: From Methylene to DNA and Beyond."
Among his many awards and honors, Schaefer has been recognized by the American Chemical Society with its Award in Pure Chemistry (1979), the Leo Hendrik Baekeland Award (1983), the Award in Theoretical Chemistry and the annual Ira Remsen Award (2003). He received the Schrdinger Medal (1990), the Centenary Medal of the Royal Society of Chemistry (1992), the prestigious Joseph O. Hirschfelder Prize from the University of Wisconsin (2005), and the Ide P. Trotter Prize of Texas A&M University (2011). The Journal of Physical Chemistry published a special issue in honor of Dr. Schaefer in 2004. And he was elected a Fellow of the American Academy of Arts and Sciences (2004), the Royal Society of Chemistry in London (2005) and was among the inaugural class of Fellows of the American Chemical Society (2009).
In their nomination letter of nominee, Adams and Lee added, "Fritz is always quick to credit a steady stream of brilliant trainees and colleagues over the past 30 years." As Preceptor and mentor, he's had 58 undergraduate research publish papers with him, 97 successful Ph.D. students as well as 48 postdoctoral fellows.
The SURA Distinguished Scientist Award was established in 2007, commemorating the organization's 25th Anniversary. Dr. Susan Wessler, another UGA professor at the time, received that inaugural award. SURA's Development & Relations Committee manages the solicitation, screening and selection of the recipient from a SURA member institution. The president of each of SURA's 62 member research universities is eligible to make one nomination for the Distinguished Scientist Award.
The award and honorarium will be presented to Dr. Schaefer at a reception in Tampa on March 29, with a brief address to the SURA Board of Trustees the next morning.

Leaked inventory information from British network O2 appears to confirm the reported April 5 launch date for the HTC One series, while revealing a late April debut for the Sony Xperia P and Xperia U. The leaked images obtained by TechnoBuffalo ?show a busy April for O2 UK, with five major Android handset launches.
According to the site's source, the One X, One S and One V will all be available from April 5. The source also claims prices for HTC's new handsets range from £32 to £37 per month on 24-month contracts. It's unclear what up-front payment, if any, will be required for O2 customers to get their hands on these phones, though. And O2 often allows customers to cut down their monthly bills to around £20 or so per month, if they're willing to pay some of the cost of the phone right away.
Meanwhile, Sony's new mid-range handsets, the Xperia P and Xperia U, are said to be launching on April 23, and TechnoBuffalo's? source says the U will set you back a minimum of £10 per month, while the P will be offered on a £37 per month deal. Again, we probably could've guessed those numbers, and without the up-front price for those deals, that information isn't particularly useful.
The April 5 date for HTC's stuff has already been confirmed by the unveiling of a launch event in Paris on that date, however the Sony launch date remains unconfirmed, so take that with a pinch of salt for the moment.

Engineers in the US say they have invented a hydrogen-powered robot that moves through water like a jellyfish.
Development of the robot, nicknamed Robojelly, is in the early stages but researchers hope it could eventually be used in underwater rescue operations.
Writing in Smart Materials and Structures, Yonas Tadesse said the jellyfish's simple swimming action made it an ideal model for a vehicle.
Being fuelled by hydrogen means, in theory, it will not run out of energy.
Mr Tadesse, the lead author of the study, said: "To our knowledge, this is the first successful powering of an underwater robot using external hydrogen as a fuel source."
Artificial muscles
A jellyfish moves using circular muscles in the inside of its umbrella-like bell.
As they contract, the bell closes in on itself and ejects water to propel itself forward. When the muscles relax, the bell regains its original shape.
To replicate this, the vehicle uses shape memory alloys - materials that "remember" their original shape.
These are wrapped in carbon nanotubes - tiny "straws" of pure carbon that are renowned for their electrical properties - and coated with a platinum black powder.
The robot is powered by heat-producing chemical reactions between the oxygen and hydrogen in water and the platinum on its surface.
The heat from the reactions is transferred to the artificial muscles of the robot, and reshapes them.
This means Robojelly can regenerate fuel from its surroundings rather than running off an external power source or batteries.
The team, from Virginia Tech in the US, hope this could mean it need never run out of energy.
Currently, the jellyfish flexes its eight bell segments at the same time but there are plans to look at how to control each segment individually.
This would mean the robot could be more closely controlled and move in different directions.
The study was sponsored by the US Office of Naval Research, which invests in projects to benefit the US Navy and Marine Corps.

Last month BBC Horizon ran a programme entitled ?The Truth About Exercise?. In it Dr Michael Mosley travelled the country speaking to an assortment of Exercise Scientists. One of the first points made was that it takes a lot of exercise to burn calories. In fact, the example provided was that to burn off a cappuccino, a muffin and a banana, one would have to jog around a track for about 55 mins! Therefore, to stand any chance of losing weight, we must control what we eat.
Fortunately, exercise can have benefits even when no weight is lost. One of the benefits mentioned was the production of an enzyme that helps redistribute fat in the body and sends it to the muscles where it?s burned. This helps reduce the chance of getting atherosclerosis and possibly death from cardiovascular disease. Other health factors that can be improved are insulin sensitivity and the body?s maximum oxygen consumption (VO2 max). Insulin sensitivity is important because it means that blood glucose levels can decrease more rapidly thereby requiring less secretion of insulin by the pancreas. This reduces the likelihood of developing Type 2 diabetes. As for VO2 max, it?s been found to be a good marker of health and longevity.
Next, Dr Mosley met Jamie Timmons, professor of ageing biology at Birmingham University, and was told how training for 7 mins 3 times a week could deliver many of the health and fitness benefits of hours of conventional exercise! The training is called High Intensity Training (HIT) and resembles interval training. Interval training has been around for a long time and has been used by athletes to increase cardiovascular efficiency and increase tolerance to the build-up of lactic acid. The HIT protocol used on the programme was done on a static bike and consisted of: 2 mins warm-up, 20 secs full-out, 2 mins gentle, 20 secs full-out, 2 mins gentle and 20 secs full-out. This added up to a whopping 7 mins and was done 3 times a week for 4 weeks. It?s thought that this type of exercise can appeal to those that are time poor and need to get it done quickly or simply don?t enjoy it and so want to get it over and done with swiftly?hmmmmmm? It?s at this point that I became curious about exactly how many people fell into this category?so I did a little survey among some of my clients.
First I asked them whether they did any exercise or took part in any sports. Surprisingly 95% of them did!
I then asked them how many times a week they exercised or took part in sports. Again I was impressed?an average of 3.6 times a week. I started wondering whether they were trying to please or impress me? Apparently 80% of the population doesn?t exercise regularly!
Finally, I asked them why they exercised? This was the last surprise?the most popular answer was because they enjoyed it?it made them feel good! Other popular reasons were for fitness, health (hypertension, diabetes, back pain) and weight loss.
So unfortunately there didn?t seem to be any takers for HIT. The claims are that HIT can give around 24% improvement in insulin sensitivity and 10% increase in VO2 max. After 4 weeks Dr Moseley did in fact improve his insulin sensitivity by exactly 24% but had no change in his VO2 max. His inability to improve his VO2 max was put down to genetics. Apparently research has shown that 20% of the population don?t respond to endurance training.
What do I think about the HIT programme? Well, it paints exercising as a chore, but as the survey showed, most people get more from exercise or sports than just an improved insulin sensitivity?they enjoy it, it makes them feel good?possibly because of the endorphin release or a sense of achievement or accomplishment, maybe even because of social interactions? The HIT programme didn?t place much emphasis on fitness but other HIT protocols have. Gibala?s studies have shown benefits but his protocol was longer and a lot more gruelling?definetly not for everyone. There are many components to fitness: endurance, strength, flexibility, agility, etc and I suppose people in the survey were happy to focus on particular aspects of this.
My main issue with the HIT protocol is its intensity. Pedalling ?hell for leather? without a warm-up (not one that can be recognised as one anyway) seems like a recipe for disaster. As a physiotherapist, I was a little uneasy watching Dr Moseley bounce around on his bike whilst pedalling as hard as he could for 20 secs?he should have known better after pulling a hamstring earlier in the programme whilst trying to sprint without any earlier warm-up?who knows, he may have felt comfortable doing it because he was surrounded by scientists? Surely this is not something that should be recommended to the sedentary masses?
The main drive of the HIT protocol seemed to be on health (primarily insulin sensitivity) and I think there are better, safer and more convenient ways of achieving this. New research published in the journal Diabetes Care has concluded that after meals, regular short bouts of light-intensity or moderate-intensity walking lower glucose and insulin levels. The subjects were asked to walk around for 2 mins every 20 mins. The light intensity walking decreased blood glucose and insulin levels by 24% compared to uninterrupted sitting. That figure is exactly the same as the one achieved by Dr Moseley after after the HIT protocol.
If you enjoy exercise or sport and are happy with the fitness you?re achieving, keep it up! If you don?t enjoy exercise or sport and are mainly doing it for health or weight loss, you?re unlikely to keep going very long. My advice would be to focus on increasing your movement through activities of daily living?this was also talked about on Horizon but it seemed to get much less attention than HIT?in my opinion it?s where the real revolution lies?check in next week to find out more?
