Advertisers Gain Interest-Based Targeting on Twitter

Twitter enhanced its paid products for advertisers today with a new targeting option that includes more than 350 interests. Brands can now target their Promoted Tweets and Promoted Accounts to specific subsets of users based on their interests.

While the auction mechanisms and bidding process remains, the new interest-based targeting parameters are now built into Twitter's dashboard for advertisers. Brands can also create custom interest segments by suggesting a specific user or company account that attracts the same audiences they are trying to reach.

Upon release of the new targeting feature, Twitter also reduced the minimum bid from 50 cents to one cent. The move brings Twitter's minimum advertising prices more in line with other ad platforms and "removes a potential source of friction," said Guy Yalif, head of product marketing at Twitter. "Brands now have the option to target that tweet just to specific audiences."

Through its own algorithms, Twitter extrapolates users' interests from their public tweets. That data is already being used to aggregate custom data for each user in the discover tab and to promote Twitter users that they might want to follow based on similar interests. But this is the first time Twitter has enabled advertisers to target specific users based on those interests.

twitter-categories

At least 20 advertisers, including Bonobos and Walgreens, have been testing interest targeting on Twitter over the past few weeks, said Yalif. Bonobos recently held a 24-hour sale on Twitter with a series of Promoted Tweets that were sent to its followers and similar users, resulting in a 1 to 3 percent average engagement rate.

While those results mirror the average level of engagement Twitter is already achieving through Promoted Tweets, Yalif said he expects that number to fluctuate primarily based on the quality of content. "The audience ends up being very interested and larger," he said. "Here we're seeing significantly enhanced reach while the average engagement rate stays the same."

Kevin Weil, director of product management at Twitter, explained the evolving advertising platform model in a blog post: "Our Promoted Products are auction-based, where winners are determined by engagement rate and bids. Great content matters: if you have engaging Promoted Tweet copy, you can win even if others bid higher. We believe the new lower minimum bid, in combination with interest targeting, will drive greater ROI for every campaign on Twitter."

As more advertisers take advantage of interest targeting, it is the combined use of these new features that will be most powerful for marketers, Yalif said. "Vertical after vertical these interests allow you to align with that vertical and it also allows you to reach users at different stages of their life."

Recession 'drives invention boom'

Britons have risen to the economic challenges of recent recession by becoming more prolific inventors, a random survey of 2,000 Britons shows.

A third of respondents claimed that the recession has increased the amount they were coming up with inventions and innovative, money-saving solutions.

A third of those with a bright idea were learning more about science and technology to help refine it.

One in 10 had looked into or applied for a patent in the last year.

"This research shows the recession has sparked a real 'can do' attitude amongst ordinary people of all ages who are looking to make some extra cash - and it's amazing to see that, as a nation, we are turning to science and engineering to make the impossible possible," said Dragon's Den success and first "inventor-in-residence" at London's Science Museum Mark Champkins.

"Breakthroughs using science and technology hold the key to not only transforming individuals' lives but the state of our country's future economic growth."

The survey, commissioned by the Big Bang UK Young Scientists and Engineers Fair, found that young people were part of the boom as well; 5% of survey respondents aged 11 to 18 had looked into or applied for a patent in the last year.

It is those young inventors that are of greatest interest to Big Bang fair; organisers are encouraging young inventors and technologists to put forward their ideas in the National Science and Engineering Competition.

"With a chance to compete for top prizes worth over ?50,000, it's the perfect incentive to test, stretch and expand young minds," said Mr Champkins.

"That 'light bulb moment' could see them crowned 'UK Young Engineer of the Year' or 'UK Young Scientist of the Year'."

The Peak of Chic?: An Atlanta House Tour

I want to share with you a special Atlanta house, one that has both inspired me and influenced my style of decorating. Belonging to a dear friend of mine, the house made a terrific impression on me during my first visit as a young 23 year old. All these years later, the house still never fails to charm me.

My friend purchased her home 60 years, a decision influenced by the fact that friends lived across the street. Even today, it?s a home that she continues to love, nurture, and decorate. Two things struck me upon my first visit: first, it?s filled with all kinds of collections and personal treasures. Family heirlooms and mementos, porcelain, shells, and books are all displayed with flair and gusto, something that gives the home great personality and warmth. I wish that some of the world?s too-perfectly decorated houses could borrow some of these treasures as I think they would go a long way to warm up those houses.

The other thing that I learned during that first visit is that classic, tasteful design never goes out of style. Lacquered walls, Chinoiserie, mirror, collections, and antiques- all of which make appearances in this home- trump decorating trends always. My friend?s stylish trappings make the home feel exactly like a Manhattan apartment within the shell of an Atlanta house.

By the way, there are a few things that my photos do not capture, but they are things that add to the pleasant atmosphere of the home. There is always a fragrant candle burning, one that imbues the house with an appealing fragrance. When I shot these photos a few weeks ago, the subtle scent of spruce filled the air; it smelled divine. Also, I have never visited her when music was not softly playing in the background. Most often, it?s the Great American Songbook. And finally, thanks to the previously mentioned lacquered and mirrored walls, the house positively comes alive at night. It looks so lovely bathed in soft light. It?s also the most fun time to visit as that?s when the conversation seems to be at its best!

Brown lacquered walls serve as an elegant and dramatic backdrop to various collections.

Boxes of all sorts- Limoges, silver, and ivory- are displayed on a living room side table.

A secretary stands in one corner of the living room and is filled with antique porcelain.

This ornate sterling silver porringer and spoon, purchased by the homeowner's mother-in-law in England, was used to feed all four of my friend's children.

A collection of framed dried flowers and leaves includes the homeowner's dried Lily of the Valley wedding bouquet.

The Reading Room is used as a repository for books, paintings, and objects. The walls are mirrored, while the wainscoting is covered in a trellis wallpaper that has been made to look antique.

A portrait of the Colonel, a family ancestor, is displayed prominently in the reading room. An antique chest holding antique porcelain sits beneath it.

When he married, the Colonel gave his bride a horse, a bridle, a saddle, and a crop as wedding gifts. The crop is displayed here alongside the Colonel's swagger stick.

Shells and shell-encrusted objects can be found throughout the house.

The petite antique bed was a display piece purchased from the downtown location of Rich's.

Dolls, once owned by the homeowner's mother, are now framed and hung in the bedroom.

Also hanging in the bedroom is this Horst photo of Hubbell Pierce, the New York entertainer with whom some of you might be familiar. Pierce was a native Atlantan and life-long friend of the homeowner. Above the Horst is a baby photo of Pierce.

A collection of antique evening bags is displayed on the powder room walls. Some of the bags belonged to the homeowner's mother, grandmother, and great-grandmother.

The silver chalice to the right is a family heirloom. During the Civil War, silver was often buried underground to escape notice by Union soldiers. The chalice's dents were caused by soldiers striking their swords into the ground in an effort to find hidden silver. Fortunately, this piece escaped detection.

The homeowner's love of cats is evident in her kitchen where a wall is devoted to cat-themed art. I especially like the framed quotation by Jean Cocteau, seen above.

Republicans nominate Romney, lambaste Obama

TAMPA, Fla. (AP) ? Former Massachusetts Gov. Mitt Romney swept to the Republican presidential nomination Tuesday night at a storm-delayed national convention, every mention of his name cheered by delegates eager to propel him into a campaign to defeat President Barack Obama in tough economic times.

Romney watched on television with his wife, Ann, at a hotel suite across the street from the convention hall as the convention sealed his hard-won victories in the primaries and caucuses of last winter.

New Jersey put him over the top in a ritual roll call of the states.

A parade of convention speakers mocked Democratic President Obama mercilessly, as if to make up for lost time at an event postponed once and dogged still by Hurricane Isaac.

The Democratic president has "never run a company. He hasn't even run a garage sale or seen the inside of a lemonade stand," declared Reince Priebus, chairman of the Republican Party.

To send Romney and ticketmate Paul Ryan into the fall campaign, the convention quickly approved a conservative platform that calls for tax cuts ? not government spending ? to stimulate the economy at a time of sluggish growth and 8.3 percent unemployment.

Ann Romney's speech was scheduled as a prime-time highlight, an appearance meant to cast her multimillionaire-businessman-turned-politician husband in a soft and likable light before a national TV audience.

"Tonight I want to talk to you from my heart about our hearts," she said in excerpts of her speech released in advance by her husband's campaign.

"I want to talk not about what divides us but what holds us together as an American family. I want to talk to you tonight about that one great thing that unites us, that one thing that brings us our greatest joy when times are good, and the deepest solace in our dark hours.

"Tonight, I want to talk to you about love."

Aides said Romney would be in the hall when she spoke.

While there was no doubt about Romney's command over the convention, the residue of a heated campaign for the nomination was evident inside the hall.

Texas Rep. Ron Paul, who never won a primary or caucus, drew several dozen delegate votes. Earlier, his supporters chanted and booed after the convention adopted rules they opposed, but were powerless to block, to prevent those votes from being officially registered.

Opinion polls made the race a close one as the Republicans' days of pageantry and speechmaking began in earnest, and the man tapped to deliver the keynote address set the stakes.

"Conventions are always huge for a challenger, because they're the ones introducing themselves" to the voters, said New Jersey Gov. Chris Christie.

Convention planners squeezed two days of speeches and other convention business into one after scrapping Monday's scheduled opener because of fears that Isaac would make a direct hit on the Florida Gulf Coast.

That threat fizzled, but it was instantly replaced by another ? that Republicans would wind up holding a political celebration at the same time the storm turned its fury on New Orleans, devastated almost exactly seven years ago by Hurricane Katrina.

Romney's convention planners said they were in frequent contact with weather forecasters, but they declined to discuss what contingency plans, if any, they had to accelerate plans for him to deliver a formal acceptance speech Thursday night.

"This is obviously the biggest speech of my life," Mrs. Romney said as she visited the custom-made podium to prepare for her remarks.

Ratification of a party platform was prelude to Romney's nomination, a document more conservative on abortion than the candidate.

On economic matters, it backs extension of the tax cuts enacted in 2001 and 2003 and due to expire at year's end, without exception. It also calls for an additional 20 percent reduction in income tax brackets that Romney favors.

In a time of 8.3 percent unemployment and the slowest economic recovery in the post-World War II era, that went to the crux of the campaign for the White House.

By contrast, Obama wants to allow existing tax cuts to expire on upper income taxpayers, and has criticized Romney's overall economic plans as a boon to millionaires that would raise taxes on the middle class.

The GOP platform also pledges that a Republican-controlled Congress will repeal, and Romney will sign, legislation to repeal the health care legislation Obama won from a Democratic-controlled Congress. So, too, for the measure passed to regulate Wall Street in the wake of the 2008 economic collapse.

On abortion, the platform says, "The unborn child has a fundamental individual right to life which cannot be infringed."

Romney opposes abortions, except in cases of rape, incest, or when "the health and life of the mother" are at stake, he said in a convention week interview.

Obama, who accepts renomination at the Democratic National Convention in Charlotte, N.C., next week, campaigned in Iowa Tuesday as he set out on a tour of college campuses in battleground states in hopes of boosting voter registration among college students.

Before departing the White House, he made a point of appearing before reporters to announce the government's latest steps to help those in the way of Isaac. He signed a declaration of emergency for Mississippi and ordered federal aid to supplement state and local storm response efforts in the state.

His surrogates did their best to counter Romney and the Republicans.

Los Angeles Mayor Antonio Villaraigosa, dismissing GOP attempts to woo Hispanic voters, said, "You can't just trot out a brown face or a Spanish surname and expect people are going to vote for your party or your candidate." He added, "This is a party with a platform that calls for the self-deportation of 11 million people."

Hispanics strongly favor Obama, according to public polls, and Romney and his party have been seeking to win a bigger share of their votes by emphasizing proposals to fix the economy rather than ease their positions on immigration.

Female voters, too, prefer the president over his challenger, and Democrats have done their best to emphasize GOP opposition to abortion and even suggest the party might try and curtail access to contraceptives if it wins power.

Whatever the impact of those issues, the polls show the economy is overwhelmingly the dominant issue in the race, and on that, the voters narrowly say they trust Romney more.

In an AP-GfK poll taken Aug. 16-20, some 48 percent of registered voters said they trust Romney more on economic issues, to 44 percent for Obama.

However, a Washington Post-ABC News in the days immediately before the convention found that 61 percent of registered voters said Obama was more likable, and 27 percent said Romney.

The convention took place in an atmosphere of security that was both stringent and selective. Thousands of police from all over the country, joined by National Guard troops, Secret Service and others, stood in small groups at checkpoints, demanding those entering a secure area display proper credentials numerous times.

But former Michigan Gov. John Engler and an aide were hustled to the front of a long line waiting to clear security at one building.

Aside from Paul, Romney's long-ago rivals for the party nomination had bit roles at his convention, if that.

Michele Bachmann and Herman Cain posed for a photo after running into each other at the convention center. Newt Gingrich and Rick Santorum were also in town, as well, both with speaking slots, unlike Bachmann and Cain.

Lundbeck says cancer drug approved in Canada

NEW YORK (Reuters) - Some two dozen topless women protested in a New York City park on a hot, sweaty Sunday as part of what they called "National Go-Topless Day" to draw attention to inequality in topless rights between men and women. There were topless men in the park, too, but nobody paid them much attention, a disparity, organizers said, that demonstrated the need for the event. The topless women drew crowds of onlookers who took pictures and video with their cell phones. ...

The Ballsy Way Mitt Romney First Put The Moves ... - Business Insider

The world met Mitt Romney's wife Ann last night, when she gave a speech at the Republican National Convention.

The speech was an appeal to women.?In it, Romney spoke of meeting Mitt at a dance back when they were teenagers.

The truth is Mitt and Ann actually met when they were little kids. Mitt was in Cub Scouts and he saw Ann riding a horse. He threw some stones at her.

But, it is true that Mitt put much more effective moves on Ann at that dance.

He did it in a pretty ballsy way.

He was going to high school at a fancy, all-boys boarding school called Cranbrook and she was going to a fancy all-girls school called Kingswood. They had friends in common. One of them threw a dance party.

You might imagine that a story in which Mitt called up his crush from childhood and asked her to this dance, and that she was his date and that things took off from there.

But that's not what happened.

Actually, Ann already had a date ? not Mitt.

He only saw her, remembered her, at the dance, when he spotted her across the room.

So what did Mitt do?

Did he go over to Ann and chat her up? Remind her of old stones tossed?

Nope.

Did he wait for her to recognize him and come over??

No way.

He went straight for the gold.

He walked over to Ann's date and talked the guy into letting him drive her home.

Talk about cutting in!

?I caught his eye and he never let me go,? Ann told an interviewer later.

?I mean, he hotly pursued me.?

If you wanted to entice a Hollywood actor, you wouldn?t feed him a slice of wheat bread, would you?? The Olympic Game Farm?s actors, however, will wave to you for all manner of carbs. But these retired Hollywood actors aren?t ordinary stars?they?re furry, 1,800-pound Alaskan Brown Bears.

August marks 40 years of business for the Olympic Game Farm.? Located in Sequim, Washington, the Olympic Game Farm opened to the public in 1972, when it began offering tours?both walking and driving?for people interested in viewing and feeding rescue animals, and retired Hollywood stars, along with their offspring.

The Olympic Game Farm is home to myriad species of animals, including: zebras, Bengal tigers, African lions, cougars, panthers, black bears, Alaskan brown bears, black-tailed prairie dogs, llamas, domestic yaks, American bison, coyotes, wolves, and 23 species of elk.

On the most popular tour, the driving tour, guests drive in their own vehicles around the farm, feeding the animals as much?or as little?bread as they dare.? The vehicles must have enclosed tops, and be tolerant of a little animal slobber, especially when bison are present.

?201207-b-olympic-game-farm-tigerjpg

Originally a dairy farm, the Olympic Game Farm was founded by Lloyd Beebe in 1942.? Beebe, whose hobby was taming wild animals, convinced Walt Disney Studios to use his animals and land for filming.? Among the movies filmed at the Olympic Game Farm are: ?The Incredible Journey,? ?Charlie the Lonesome Cougar,? ?Never Cry Wolf,? and ?The Beachcombers?.? Although filming discontinued in the late 1990s, guests can still tour the original studio barn that appeared in the cave scene from ?Those Calloways.?

The Olympic Game Farm is open 363 days a year, with the exception of Thanksgiving and Christmas. Hours run from 9 a.m. until 5 p.m. Sunday through Friday, and from 9 a.m. until 6 p.m. on Saturdays.? Depending on the tour, rates vary from $5 to $15.? For more information visit their website.? ???????????

Top California lawmaker sees pension reform deal Tuesday

SACRAMENTO, California (Reuters) - Democrats who control California's legislature aim to hammer out a pension overhaul deal by Tuesday, improving the odds for voter approval of Governor Jerry Brown's November tax measure.

State Senate President Darrell Steinberg told reporters in the state capital Sacramento that a committee of lawmakers would vote on Tuesday on a package of bills based on Brown's pension proposals.

Lawmakers end this year's session on Friday and Brown, a Democrat, wants to show voters the state's leaders are intent on curbing retirement expenses. That would raise government credibility -- and chances for a temporary tax hike he is pushing, Brown and his allies believe.

Pension costs have become a major concern for voters in California and across the nation. California cities Stockton and San Bernardino recently filed for bankruptcy protection from their creditors, and both had substantial pension burdens.

"I'm confident there will be a deal tomorrow," Steinberg said. The state Assembly and Senate will not be able to amend the conference committee deal, and he predicted Democrats with majorities in both houses would approve it on Friday.

Democratic legislators have been cool to some of Brown's key proposals such as higher retirement ages, increased pension contributions by employees and "hybrid" pensions combining features of traditional pensions and 401(k)-style accounts.

Hybrid plans will not be included in the package the legislative committee will vote on, but a cap on salaries used to determine pension payments will be in the bill, Steinberg said.

Steinberg did not mention changing retirement age, but he did suggest there would be a step toward Brown's proposal that employees share equally in pension contribution costs now shouldered mostly by employers.

"It deals with formulas, it deals with mandatory contributions -- additional contributions -- by current employees, it deals with all of the abuse issues, it deals with more of a wide range of issues that have been discussed and debated for some time," Steinberg said.

"There are going to be some people - people in organized labor, frankly - that are not going to be thrilled with it," he added.

A spokesman for Brown declined to comment on ongoing talks between the governor's office and lawmakers.

Taxpayers without pensions are increasingly cranky about having to support government employees in retirement, said Bob Stern, past president of the Center for the Governmental Studies: "There is a bit of pension envy."

Brown last year rolled out his plan to overhaul pensions for government workers in the most populous U.S. state, a move that made many Democratic lawmakers allied with public employee unions nervous.

CONVINCING VOTERS

Overhauling pensions would give Brown a major selling point for his tax measure, said Dan Schnur, director of the Unruh Institute of Politics at the University of Southern California.

"It's his single best chance between now and November to convince voters the state government can be trusted with their dollars," Schnur said. Polls show the measure ahead, but support is expected to wane by election day.

The state budget Brown signed in June closed a $15.7 billion deficit in part based on assumed revenue from voters approving his ballot measure. If voters reject it, California will need to cut more spending, including more than $5 billion from popular education programs, to keep its books balanced.

Brown's tax measure would increase the state sales tax to 7.5 percent from 7.25 percent for four years and raise income taxes on Californians making more than $250,000 a year for seven years.

Galaxy Note II specs leak ahead of IFA unveiling

Samsung (005930) isn?t going to let a loss hold it down, and the company looks ready to take the wraps off the sequel to its popular supersized Galaxy Note smartphone later this week. While we wait for the Galaxy Note II to get official, the full specs have seemingly been revealed by Seoul Newspaper. The big details all appear to line up with earlier reports, which suggested the Note II will include a 5.5-inch Super AMOLED display, a 1.4GHz quad-core Exynos processor and Android 4.1 Jelly Bean. The report says the phone will include an 8-megapixel camera instead of the 12-megapixel shooter that had been rumored, however, and it also suggests that the phone will include 4G LTE connectivity and either 16GB or 32GB of internal storage. The Galaxy Note II is expected to be announced during Samsung?s IFA press conference on August 29th.

More Baby Boomers Going Vegetarian | GoodVeg powered by ...

According to a 2012 poll conducted for the Vegetarian Resource Group, about 2.5 million Americans over the age of 55 have gone vegetarian.

Faced with a growing risk of health problems, including strokes, osteoporosis, and cardiovascular disease, many in the baby boomer demographic have turned to a plant-based diet to protect their health.

And with Paul McCartney and Bill Clinton being among some of the most famous vegetarians, making dietary changes has become not only wise, but trendy, too.

According to a Courier-Journal article, researchers agree that eating red meat increases the risk of colorectal and other cancers and presents a greater risk of Type 2 diabetes for women who are middle-aged and older.

Further studies have revealed that eliminating meat all together can decrease one?s blood cholesterol levels by at least 10 to 15 percent.

But baby boomers who are making the switch from a meat-based to plant-based diet are urged to be careful as to eliminate the calories, nutrients, and vitamins from their diets that are necessary to maintain a healthy lifestyle.

New bank notes symptom of old woes in Nigeria

LAGOS, Nigeria (AP) ? Nigeria is set to unveil a bank note five times more valuable than its largest denomination bill as part of a major overhaul to its currency, a change some worry will further speed devaluation of its currency and hurt the poorest living in the nation.

The addition early next year of a 5,000 naira note, worth $31.25, comes less than a decade after the country introduced a 1,000 naira note. Over that time, the worth of the naira continued its long slide and analysts say that likely will continue.

The plan announced by Central Bank Gov. Sanusi Lamido Sanusi also calls for smaller denominations to be changed to coins.

In a nation where most earn less than $2 a day, any inflation could be a tremendous pinch on pockets.

Strategic Planning for Law Firms: A Practical Roadmap

RUNNING OR MANAGING A LAW PRACTICE? THIS ?ROADMAP? HELPS YOU PLAN A BETTER ROUTE TO CONSISTENT PROFIT AND GROWTH

An appreciation by Phillip Taylor MBE and Elizabeth Taylor of Richmond Green Chambers

One of the latest publications from the estimable Ark Group, ?Strategic Planning for Law Firms: a Practical Roadmap? gives you access to the kind of top-flight management consultancy and advice you need to position and grow your law practice, or firm as a profitable business. In our view it should emerge as a must-have purchase for anyone involved in the operation of a legal practice.

It will certainly be of special interest to law firms whose senior partners and/or practice managers are all too aware that law, as well as being a learned profession, is also a business, with in-built business concerns and objectives involving, for example, client service, competitiveness, profit and growth.

The book is obviously targeted to law firms in North America, but all the more interesting for that. It?s always valuable to gain access to insights on strategic business practice gleaned from one?s transatlantic peers and contemporaries ? especially in today?s competitive global markets.

In format and content, not to mention philosophical orientation, the book could be referred to as (and is) a management report, although it?s more than that.

Neither a ?manual? nor a ?practical guide?, it?s instead called a ?roadmap? ? which it more or less, is. It functions as a sort of ordnance survey of strategic management advice designed to guide you through those specific business territories through which law firms must typically navigate, while alerting you to possible wrong-turnings and obstacles that may confound and confuse you along the way.

The topics it covers are too extensive and numerous to list here in their entirety, but they do include, for example, the elements of a well constructed strategic plan? the strategies and resources needed to achieve it? the means of developing such strategies ? and the practical means by which they may be put into action on a day-to-day basis.

The book?s four-part structure includes a review of management tools and principles that drive winning strategies, together with a discussion of the strategic issues that face law firms, including people issues, knowledge management and financial management.

And, as example is often the best form of instruction, there are some rather fascinating case studies that demonstrate by illustration and anecdote how the strategic planning process actually works.

Author John Sterling, an expert in strategic planning, assures us that the principles and practices described are applicable equally to large, mid-size and boutique law firms, Within the UK context, we would also add that the book is a useful source of consultancy for firms of solicitors with international links and directly adaptable to the needs and aspirations of sets of chambers.

Indeed, with business having gone global, this ?roadmap? would be useful for just about any law firm anywhere, particularly firms specializing in commercial law. Whether or not you have sought out the services of a management consultant, this book will familiarize you with the systems, methods and processes of strategic business planning, which can only help you enhance the reputation and profitability of your firm.

Mayor Bloomberg Gives Press Conference at Empire State Building on Shooting

At about 11:21 a.m. on Friday Mayor Michael Bloomberg staged a press conference outside of the Empire State Building, to release information about the details of the tragic shooting that killed two people, including the gunman, and wounded at least eight others.

Bloomberg, who called the shooting a "terrible tragedy," emphasized that the shooting was the result of a workplace dispute between coworkers at a local business and had "nothing to do with terrorism."

Bloomberg, who arrived on the scene with Police Commissioner Ray Kelly, Chief Joe Esposito, and City Council Speaker Christine Quinn, identified the shooter for the first time as Manhattan resident Jeffrey Johnson, 53.

Johnson formerly designed women's accessories for Hazan Import Corporation, but was laid off last year, due to company downsizing. He returned to the business today, at 10 West 33rd Street, and then shot the manager in the head at close range with a 45 caliber handgun on the sidewalk at around 9 a.m.

Bloomberg revealed that the victim was 41 years old, but said that the police were withholding his identity until the victim's family had been notified.

After fleeing the scene, Johnson was followed by a local construction worker, who alerted two police officers who Bloomberg said were stationed nearby "on their usual counter terrorism assignments."

"As the two officers approached Johnson he pulled his 45 caliber semiautomatic pistol," said Bloomberg. "[They] returned fire killing him." Bloomberg clarified that it was unclear from the tape whether or not Johnson got off any bullets before he was shot, but that the footage clearly showed him pulling out his weapon.

At least 9 other people were also shot in the scuffle, 7 men and 2 women, and all are currently in the hospital. Some may have been accidentally by the police, but Bloomberg said there is "no expectation that any of them will do anything other than recover quickly."

Police Commissioner Kelly added that no children or elderly people had been shot. When asked about the gunman's background, Bloomberg said that he had did not appear to have a criminal record as far as they police had found, but he emphasized that they were only in the preliminary stages of an ongoing investigation.

"New York City is the safest big city," said Bloomberg in his statement, adding carefully, "but we are not immune to the national problem of gun violence." He went on to praise the "heroic" efforts of the police for responding immediately, adding that they were aided by a number of local civilians.

The area around empire state building remains an active crime scene, and will continue to be blocked off for the foreseeable future.

Sri Lanka braces for oil slick

Sri Lanka mobilised 500 volunteers on Friday to prepare for an oil slick heading towards its coast after a cargo vessel sank off-shore due to bad weather, a disaster official said.

The rusting 15,000-tonne Thmothrmopolyseara, a Cyprus flag carrier, took in water and went down late Thursday after remaining in anchorage for over three years following a dispute over its cargo of steel, local officials said.

"Much of the furnace oil in the ship had been pumped out, but we were told about 70 tonnes of fuel remained in its tanks and that is causing a slick," Disaster Management Centre director Sarath Kumara told AFP.

He said the slick measuring about 10 kilometres (six miles) long was about 20 kilometres (12 miles) off Sri Lanka's western coast, but could get washed ashore due to heavy monsoon weather.

"We have arranged small units of volunteers to clean up a coastal stretch of over 50 kilometres," Kumara said. "We have not experienced anything like this before."

The coast line from Mount Lavinia, a popular tourist resort just south of the capital Colombo, and Negombo, the first beach resort opened for tourism in the early 1970's, was at risk, the DMC said.

The foreign vessel had been detained by Sri Lankan courts following litigation over the cargo of steel valued at over $300 million, according to local media reports. It was not immediately clear who owned the vessel.

Sri Lanka's merchant shipping authority director Ajith Seneviratne said they were ready to tow the ship away to a salvage yard in the island's east, but were prevented by a court order against the removal.

"We knew that the ship could go down as the monsoon intensifies and we had pumped out most of the 600 tonnes of furnace oil it carried, but there was a residue that we could not pump out," Seneviratne said.
